The main topic of the current thesis is the evaluation of the Social Policy Services’ Administration in Greece over the last thirty years since the foundation of the Supreme Council for Civil Service Personnel Selection (ASEP) until today, under the theoretical prism of political Science, social policy and administrative policy. The key research question of this thesis is, the degree in which the staffing of the social service in Greece, is eligible to serve the social needs in Greece and their dynamic evolution, over the last decades, especially after the financial crisis in 2010 and the sequential crises (migrant, energy and health crisis). In addition, we will attempt to answer if the quality and quantity of the human resources who serve in the field of the Social Policy Services’ Administration in Greece responds to its organizational structures, during the period of study. Regarding the Bodies responsible for implemented the staffing policies of the social structures, the study will focus on the role of the Supreme Council for Civil Service Personnel Selection (ASEP) and the National School of Public Administration.
The current thesis is based on a hybrid of primary and secondary research. The former will be conducted through interviews with an agenda of topics (semi-structured questionnaire), in person or digitally with Public Administration executives, and through sample survey via a structured questionnaire that will be sent to the personnel that serves in the field of social administration. The latter will emphasize in overview of the historical context of social services administration’ staffing policy in the light of traditional and modern theories of public policy, such as the Rational Model and the Incremental Process Model, with a special focus on the adopted policy tools, such as laws and regulatory acts.
